Colossal Order est un studio de développement finlandais basé à Tampere. Le studio a notamment développé le city-builder Cities: Skylines sorti en 2015. Le studio de développement est étroitement lié à l'éditeur de jeux vidéo suédois Paradox Interactivecite-ref-gamereactor-3-0[3], qui teste, promeut, vend et distribue les jeux de Colossal Ordercite-ref-tut-4-0[4]. La PDG de Colossal Order est Mariina Hallikainencite-ref-5[5].
